The battery is a lithium battery pack nb-4L and I can’t find a replacement charger. If you know where to find one, that would be helpful also.

Are you saying that Canon no longer produces chargers for that battery?
The SD 400 is over 3 years old … you may want to consider buying a new camera if Canon has discontinued the NB-4L charger. What happened to yours? Did it just stop working?
