How do I know if it is the batteries or the charger?

It is the Batteries… they no longer have a re-chargeable life span left on them. (Depleted) Used up.

Buy a new battery and charge it. If it charge, it means you have to throw away your old batteries. If the new battery wont charge, it’s time to buy a new charger and you got a spare battery.
