It’s a very possible “yes” to all of your questions. A generic “brand X” charger will most likely be made to looser standards than a unit made for your camera.
If you really like your Canon camera and plan on keeping it for a while, and/or if it’s still under warranty, spend the money and buy a charger specifically made for it. It’ll be worth it, to reduce the risk of problems you mentioned and others too.

Yes and No.
There are off brand chargers that will do exactly the same as the manufacturer’s charger.
Make sure you don’t buy an unknown brand or buy from an unknown company.
I think a very good alternative would be to get a charger from Batteries Plus who has a very good reputation.
The charger for this digital camera is available here: http://www.batteriesplus.com/pc-36348-51-Canon%20Digital%20Camera,Camcorder%20All%20in%20One%20Battery%20Charger%20-%20EMPDVU-CAN1.aspx
I personally have the same type of charger for my Lumix camera and have been very satisfied with it.
As long as the charger is the same specifications as the camera recommends then yes you can use one. I use a cheap aftermarket charger and I’ve never had any problems. Check out http://www.needbattery.com
